Americans mourned the over 240 dead as they thoughtfully weighed criticism of security measures versus Marine Corps orders to" keep a low profile." President Reagan bravely took the over-all responsibility for the incident, sending his stock soaring throughout the country, and thus cutting off further Congressional Wrangling.
