On April 13, 1997, the Mississippi River crested at 8.4 feet over flood
stage, exceeding the June 1993 flood. The picnic building (left fore-
ground) is located on Harriet Island across the Mississippi River
from downtown Saint Paul. The flooding of the Red, Minnesota,
Mississippi, and Saint Croix Rivers was of historic proportions and
damages within the state are expected to exceed one billion dollars.
