Queen Beatrix kicks off a drive to improve relations be-
tween the Netherlands and the United States. Some
Reagan administration officials consider the Netherlands
an unreliable ally due to their neutralist stance and eco-
nomic strategies. The Dutch parliament says, "We are
misunderstood but Washington increasingly views the
Netherlands as a fair weather friend", who treated the
Soviet invasion of Afghanistan lightly, refused to apply
sanctions against Moscow, and refused to accept a share
of medium-range nuclear weapons NATO wanted. Es-
pecially among the young, anti-nuclear and anti-American
sentiment runs strong; for this generation sees the United
States not as Holland's liberator from the Nazi German
occupation in WW II, but as an aggressor in Vietnam and El
