Emperor Hirohito stands with President and Mrs. Reagan at
Tokyo arrival ceremony. Reagan paused amid the praise and
pageantry of the first full day of his largely ceremonial visit to
issue a careful warning that "a rising tide of protectionism
threatens the otherwise friendly relations between Japan and
the United States." Reagan was striving to show that the U.S.
considers Prime Minister Yasuhiro Nakasone an exceptional
leader and reliable ally. Still unsolved, however, are the trade
deficits and surpluses, the quotas, and not seeing eye-to-eye
