Murbarak, two of President Reagan's closest friends in the
Arab world, came to the White House to urge the president
to seek peace in the Mideast by closely cooperating with
the Palestine Liberation Organization. This, and other suc-
cessive U.S. administrations have rejected this course,
"partly because of Israeli objections and partly out of dis-
taste dealing with a group that uses terrorism as basic
