President Reagan in his speech at the commence-
ment exercises at the U.S. Military Academy
at West Point, N.Y., vowed to continue to
boost U.S. defense readiness, both by building
up military hardware and improving the pay
of the armed forces. He declared that while he
opposes increases in government spending, he
did agree with George Washington's words,
." to be prepared for war is one of the most
effective means of preserving peace." After the
ceremonies, President and Mrs. Reagan stopped
to greet old Hollywood friends, Mr. and Mrs.
James Cagney. Both Cagney and Reagan were
featured in the 1938 Warner Bros. movie, "Boy
