When hypothermia experts at the National Institute of
Health strongly recommended against any outdoor par-
ade, a custodial crew spent all night readying the Rotunda
and disappointed parade participants cried. Committee
Chairman Ronald Walker and his committee shifted their
attention to dismantling bleachers and podiums. His
meticulous logisticians had calculated that each of the
730 horses might produce 40 pounds of "droppings" dur-
ing the procession and this was one of the few heartening
developments in the aftermath of the coldest Inauguration
Day on record. January 20, 1985
