Highland County was organized in 1846 during the war with Mexico, and its county seat commemorates the American victory at the Mexican city of Monterey. The attractive little court house above, sitting deep in a grove of locusts, was completed in 1847. The Confederate monument, shown to the right of the court house, was unveiled in 1919, and was erected by the local chapter U.D.C. It bears the legend, "Lest we forget." As its name implies, Highland County has the highest average altitude of any Virginia county, the elevation of Monterey being 3300 feet
