President Reagan arrived in Fort Wayne, Indiana
for a tour of flood damage, less than an hour
after a tornado was sighted in the area. Governor
Robert D. Orr and Ohio Governor James A.
Rhode, whose state was also hard-hit by flooding,
accompanied_him. About 3,800 people were
homeless in Fort Wayne prompting Reagan to
state: "the situation would have been far worse
if it had not been for volunteers", and said that
federal assistance would be granted. March 16,
