President Reagan gives a preview of his program for a NEW
Federalism in a speech to civic and business leaders in
New York City. He has used this "sounding board” tech-
nique with success before and here he provides the
answer: "Yes, we are in a recession,” Reagan said. “Our
Administration is cleanup crew for those who went on a
nonstop spending binge and left the tab for us to pick up.'
Yes, he's still smiling and so are those around him. Isn't
this a striking photo of our straight forward leader "staying
the course"!!
