Dear Mr. Chairman,
We strongly urge you to immediately take the following steps in order to
continue to enjoy salmon fishing rights in U.S. waters:
1. Equip. a minimum of 50% of the gillnets to be used during the 1983 fishing
season with airfilled tubing to make it visible to dolphin sonar. You
should plan for 100% compliance by 1984;
2. Immediately halt the practice of setting nets within 75 miles of designated
U.S. seabird sanctuaries; and
3. Provide sufficient compensation to the fishermen of the Sanriku coast to
allow them to stop killing Dall's porpoises in the off season. Make amends
for the dolphins killed in U.S. waters by saving similar dolphins killed in
Japan.
We trust you share our vision of a balanced ecosystem and will begin work
immediately to minimize the kills of dolphins and seabirds.
