The "Cageless" bear pits in Forest Park which

Caves serve as a retreat for the bears and paths
permit them to scale the rocks toward the top.
The animals are confined, however, on the "open"
side by a wide moat protected by a grassy bank,
concealing a shelved arrangement underneath,
which the bears cannot scale, even though they
should swim the moat.
