The cell houses are circular in form and all cells
radiate toward and face the central point, where a
guard's tower and observation point afford constant
supervision by one officer, who also controls the lock-
ing and lighting systems. From this tower the cell
doors are locked and unlocked by means of hydraulic
pressure. The rays of the sun shine directly into
every cell for at least two hours each day the sun
shines.
