border), bearing a white keystone, the State's emblem, which has upon it
the dome of the new State Capitol rising from clouds; below the dome,
three yellow or gold crescents from the Harris family arms; and above a
yellow or gold roundel from the arms of William Penn, and a yellow or gold
fleur-de-lis, from the arms of the Dauphin, the eldest son of the King of
France: below the keystone, "HARRISBURG" in yellow or gold,
slightly curving upwards.
