THE HARRISBURG CITY FLAG, whose length is one and one third
times its width, consists of a dark blue field (with a narrow yellow or gold border),
bearing a white keystone, the State's emblem, which has upon it the dome of the
new State Capitol rising from clouds; below the dome, three yellow or gold cres-
cents from the Harris family arms; and above a yellow or gold roundel from the
arms of William Penn, and a yellow or gold fleur-de-lis, from the arms of the
Dauphin, the eldest son of the King of France: below the keystone, "HARRIS-
BURG" in yellow or gold, slightly curving upwards.
