Jacksonville is governed by a mayor, a
city council of twenty-one members, and a city
commission of five members. The council has
legislative power, while administrative duties are
given over to the City commission. Municipal
ownership of docks and warehouses, electric light
plant and water works, is proving highly ef-
fective and efficient in Jacksonville.
