Americans were shocked to hear of the bombing of Marine
Headquarters in Beirut, Lebanon, and were doubly overcome
about the pictures of horrible devastation and days of hope-
ful digging for survivors. Americans mourned the over 240
dead as they thoughtfully weighed criticism of security mea-
sures versus Marine Corps orders to "keep a low profile."
President Reagan bravely took the over-all responsibility for
the incident, sending his stock soaring throughout the coun-
try, and thus cutting off further Congressional wrangling.
