Secretary of State for War, was born in Manchester
in 1863, has been M.P. for Carnarvon since 1890: Pre-
sident of the Board of Trade 1905-1903: Chancellor
of the Exchequer 1908-1915: Minister for Munitions
1915-1916: Secretary for War 1916 in succession to
the late Lord Kitchener.
