Seat of Tulare County, founded in 1852 by Nathaniel Vice, a bear hunter, who combined his own surname with that of his wife's given name, Sallie, to form Visalia. In the 1870's and 80's the chief interest was that of the cattle business. Land battles developed in the area when trouble developed between the Southern Pacific Railroad and enraged immigrants who were living on sections of land given by Congress to the railroad. Visalia was noted for the skill of its saddle makers.
