Reasons Why
This No. 8 Constitutional Amendment
"Exempting Vessels from Taxation”
Should be Adopted November 3, 1914
1. This is NOT an INITIATIVE petition. The
measure was passed by both houses of the last
Legislature after a THOROUGH INVESTIGA-
TION OF ITS MERITS, and after consideration
of the very great influence such an exemption
will have in the upbuilding of the California
Merchant Marine.
2. Under the present revenue laws, we tax the
owner of a vessel, who is patriotic enough to
register his vessel from a California Port. We
then penalize him in business by exempting
from taxation his competitor whose vessel is reg-
istered from some port outside of California.
3. But four Counties in this State will be effected
by the adoption of this amendment, and the taxes
lost will be returned many times over by the ex-
penditure of thousands of dollars for outfitting,
repairs and salaries for the many vessels which
are willing to register here and have their home
port in California provided this local tax was
removed.
4. This amendment exempts taxes for 20 years only,
and then only for Local Purposes. Vessels will
still be subject to State Taxation similar to all
other classes of property.
5. To attract shipping to our ports we must offer
the proper inducements, and the first step neces-
sary is to abolish this very unjust discrimination
in the taxation of vessels.
