35 WS POST This particular piece of double track is now completed within a few hun- dred feet of the waterfront in Stock- ton, California. The new charter un- der which Stockton is now governed forbids franchises of over 25 years duration. The S. T. & E. R. R. Co. franchise has about 47 years to run. This railroad enterprise (The U. I. Co.) wants more shareholders. It is an unusual opportunity since the road is about two-thirds completed and ex- perimental operation has proven even better than was expected. After the opening of the "big ditch” in 1915 this waterfrontage in Stockton will have a remarkable value. 20
