However, by 1890 the plain and hills had become private propery with many prosperous ranchers. Atascadero (Sp., bog) is rimmed by wooded hills, was conceived in 1913 as a model community, designed on paper to conform to uniform architectural standards and laid out on a scale large enough to accommodate a metropolis. The lots were large so that residences were never close together. When the enterprise failed its great civic center became a school later to become a civic center again.
