  This is actually Cucamonga - Alta Loma (some letters hidden) most likely an ealry 1930s display out doors at the Orange Show in San Bernardino, of the flood control system and controlled irrigation for the orchards. Their Pride and Joy in the construction of that protection against flooding from the run off from the local hills. I've seen other photos of similar displays at the Orange Shows of that era.
