First Issue Location: Athens, Georgia
As signer of the Constitution of the United States and
statesman from Georgia, Abraham Baldwin worked
tirelessly to make America a country of fair representation
for all. At the Constitutional Convention, he bravely took
a stand on the issue of Congressional representation that
literally changed the course of American history. Origi-
nally Baldwin had opposed equal representation of states
in the Senate and favored representation on the basis of
property. But, during the Convention, he changed his
vote which brought about a tie between delegates from
the large and small states. Later, Baldwin served on the
committee which found a solution to the issue: to have
representation in the House of Representatives based on
population and representation in the Senate equal two
per state. It is a system that continues in force to this
very day. In addition to his memorable service at the
Convention and his signing of the United States Constitu-
tion, Abraham Baldwin also served his country in the
House of Representatives and as a distinguished Senator.
