As it has for nearly two hundred years, the American
Flag flies high above the stone and marble building of
the United States Capitol. Countless hearts have been
filled with pride at the site of this revered structure, for
no other building — not even the White House — is
more closely linked to the great strength and glory of the
United States of America. It stands at the heart of
America's democratic government ... and is the focal
point of the resounding deeds, ideals, and aspirations of
the American people. The United States Capitol is where
America's elected representatives make the laws — as
guided by the Constitution — that govern the way Ameri-
cans live. Doubtless everyone who visits the Capitol feels
moved by the majesty of America's representative gov-
ernment, and the history of the United States. This
