Almost one in seven people has some sort of physical
or mental disability. However, just because a person is
handicapped doesn't mean they cannot accomplish great
things. For example, Franklin D. Roosevelt was crippled
by polio but became President of the United States. But
despite their many accomplishments, one area in which
the handicapped were for many years virtually shut out
was sports. That changed in 1968 with the advent of the
Special Olympics — when a national meet for one
thousand athletes was held. From those small beginnings
the Special Olympics has grown to the point that today,
more than one million mentally handicapped children
and adults around the world, participate in the year-
round program of recreation and sports. In the Special
Olympics the emphasis is on competing and completing
a task — not on winning. For in the Special Olympics
there truly are no losers. In honor of the Winter Special
Olympics, the U.S. Postal Service issued the distinctive
