Throughout the years, the United States Postal Service
has continually worked to provide its users with faster
and more efficient mail service. In 1977, the Postal
Service introduced its Express Mail Next Day Service as
a permanent service. Express Mail affords the highest
priority in handling, and guarantees delivery on time or
the postage will be refunded upon application by the
mailer. In 1983, the $9.35 Express Mail stamp was issued
to meet the demand of businesses that needed a conve-
nient way to pay postage. Express Mail has proved to
be one of the most popular services available from the
Postal Service. Indeed, in fiscal 1984, over forty-three
million pieces were mailed via Express Mail. The $10.75
Express Mail stamp featured on this Maximum Card
reflects the 1985 postal rate increase. This striking stamp,
like the 1983 version, uses a magnificent Bald Eagle and
moon for its design. The new Express Mail stamp is
available to the public in a booklet with one pane of
hree stamps or as a single stamp.
