The stamp featured on this Maximum Card was issued in
honor of the Two Hundredth Anniversary of the first
meeting of the United States Senate. Though the idea for
the Senate originated during the Constitutional Conven-
tion in 1787, it first convened in 1789 after the
Constitution was ratified. Made up of two Senators from
each state, the first Senate convened with only twenty-
two members, as two of the original thirteen states had yet
to join the Union. Today, there are a hundred Senators,
and a seat in the Senate affords considerable power to
influence national decision-making. In the Senate's
complex organizational set-up, legislation is carried out
in committees and subcommittees. Each Senator may be
a member of numerous assemblies, and virtually every
Senator is chairman of at least one group. Thus, a Senator
can influence decisions made on various matters, and
become a spokesperson for the Senate as a whole on
issues handled by his or her committees.
