VARIABLE-AMOUNT POSTAGE STAMP
First Day of Issue: August 20, 1992
First Issue Location: Oklahoma City, Oklahoma
On January 1, 1776, a flag with alternating red and white
stripes waved proudly above American lines on Prospect
Hill during the siege of Boston. Eventually the Continen-
tal Congress passed a resolution adopting an official U.S.
flag similar to the one above Prospect Hill but boasting 13
stars on a blue union instead of the Union Jack. A bunting-
draped shield of stars and stripes appears on the design of
America's new variable-amount postage stamp. The
test of a new vending machine called the Postage and
Mailing Center (PMC). The PMCs, scheduled to begin
service across the country in five divisions designated as
test sites, are manufactured by ECA GARD. Stamps
available from ECA GARD PMCs are produced by the
Bureau of Engraving and Printing, and will be dispensed
with perforations at the tops and bottoms. The PMCs will
print a maximum of 20 stamps of up to three different
denominations per transaction. Stamp denominations
range from one cent to $99.99.
