By an act of Congress in 1790, the site of the
city of Washington was finally chosen after long
controversy. Major Pierre Charles L'Enfant was
engaged by George Washington to lay out the plan
for the city. On June 11, 1800, Congress, the
Supreme Court and President Adams moved from
the old capitol at Philadelphia to the still unfinished
Washington.
